We designed the move to an engage–plan–build–operate model:
- Engage. How the business brings work to IT, and who it brings it to.
- Plan. How demand is ranked and funded.
- Build. How work is delivered.
- Operate. How what was built is run and supported.
- Structure. Decision rights, structure and roles redesigned to match, with a transition plan.
